1¡¢Functions:
Ningbo Jiangbei Health Bureau is a district government department
responsible for the work of health and administration, and it
has following functions:
(1)Being responsible for formulating the development plans and
tactic objectives of overall district health project. Supervising
the implementation of overall district health layouts.
(2)Administering overall health industry according to the laws.
Being responsible for management and release of health information.
(3)Implementing the function of administration and supervision
according to the laws. Supervising the prevention and control
of infectious diseases, food, labor, environment, radiation,
hygiene in schools and the work of blood donations according
to the laws.
(4)Carrying out the policy of putting prevention first and education
of national health. Formulating prevention plans on the serious
disease harmful to the public health, organizing the integrated
control of major disease. Organizing all district¡¯s health technology
power to dispose peremptorily the major disaster, epidemic and
outbreak events.
(5)Being responsible for administering the medical treatment
organization and business development in the overall district.
Formulating the district¡¯s medical education program, taking
charge of the operational training and further medical education.
(6)Guiding, supervising and administering the overall district
community health services, rural health services, primary health
care, maternal and child health care. Implementing special technology
on maternal and baby health care. Cooperating nearly with the
department of family planning and offering family planning technology
and procreation care services.
(7)Investigating and guiding the reform of medical treatment
and health organization. Being responsible for classifying and
management of medical treatment organization.
(8)Being responsible for the supervision of medical quality,
the foundation of scientific evaluation mechanism and system,
the administration of drug purchase of medical treatment organization
together with related departments. Administering the rural doctors
and private medical practice. Disposing the medical accidents
and disputes.
(9)Formulating the development plan of overall district¡¯s health
talented people. Organizing and implementing certificate of
eligibility for health staff.
(10)Undertaking the district¡¯s daily work for the national patriotic
health campaign committee, the primary health care, the leading
group of endemic disease control, the red cross society and
the medical associaition.
(11)Being responsible for finance arrangements of subordinate
units. Examining and approving the purchase of big-size medical
devices and imported devices.
(12)Instructing and administrating subordinate units in leading
group construction, ideological and political work. Formulating
the professional ethics norm for all district¡¯s health staff,
strengthening the education of laws, promoting the construction
of the spiritual civilization among medical and health industry.
(13)Other tasks designated by Party Committee and Government
of Jiangbei district..
